Appeal for Residents Not to Dump Trash Along Railway Tracks, KAI Explains the Regulations

The action of several residents recorded on social media throwing trash toward a slowly moving container train on the Kemayoran–Tanjung Priok railway line in Central Jakarta is deeply regretted by KAI, as such behavior not only endangers public safety but also violates applicable laws.

It should be noted that such actions can be subject to criminal charges under Law Number 23 of 2007 concerning Railways. Article 199 states that anyone who interferes with train operations on railway tracks can be punished with a maximum prison sentence of three months or a fine of up to IDR 15,000,000.

Criminal penalties may be imposed on anyone who is on railway tracks, drags objects across them, or uses the tracks for purposes other than railway transportation. In addition, construction activities near railway lines are also dangerous and prohibited by the government because they can disrupt train operations.

Regulations regarding railway areas are further governed by Government Regulation (PP) Number 56 of 2009 concerning Railway Operations. The Railway Right of Way (Ruang Manfaat Jalur / Rumaja) includes the tracks, land on both sides of the rail at least 6 meters from the track center, and the space above and below used for train operations and facilities. This area must be kept clear of any obstacles that could endanger train operations.

KAI firmly prohibits the public from carrying out any activities on railway tracks unrelated to train operations, including littering. The company also urges the public to help maintain the safety and smooth operation of train services.

KAI has taken action regarding the habit of residents dumping waste along the Kemayoran railway line. On Monday (5/8), KAI together with the Public Facility and Infrastructure Handling Unit (PPSU) of Ancol Village, Pademangan District, carried out track cleaning from Kemayoran to Ancol, as well as providing outreach to nearby residents.

The socialization carried out by KAI includes Law No. 18 of 2008 concerning Waste Management and Regional Regulation No. 8 of 2007 concerning Public Order. KAI will continue to conduct education and enforcement along railway tracks on an ongoing basis to keep the tracks sterile, ensuring safety and smooth railway operations.
