KAI Group Ensures All Train Passengers Are Vaccinated
PT Kereta Api Indonesia (Persero), KAI Commuter, and KAI Bandara ensure that all passengers using their train services—including Long-Distance Trains, Local Trains, Jabodetabek Commuter Line, Yogyakarta–Solo Commuter Line, Soekarno-Hatta Airport Rail, and Kualanamu Airport Rail—have received at least the first dose of the COVID-19 vaccine.
This KAI Group policy is implemented in accordance with the issuance of the Ministry of Transportation Circular Letter No. 69 of 2021.
"With the implementation of the vaccination requirement, the STRP, official assignment letter, or other travel authorization documents are no longer required for Local Train, Commuter, or urban rail passengers," said KAI Vice President Public Relations Joni Martinus.
For Local Train services operated by KAI, this requirement took effect on Tuesday, 14 September 2021. Proof of COVID-19 vaccination will be verified by boarding officers through the boarding system before passengers enter the train.
Vaccination records will automatically appear on the boarding officers' computer screens because KAI has integrated the PeduliLindungi application with its boarding system and requires passengers to provide their National Identity Number (NIK) when purchasing or booking Local Train tickets.
"If the vaccination record does not appear on the officer's screen, the verification will be conducted manually by checking the passenger's vaccination card," Joni explained.
The requirement to have received at least the first dose of the COVID-19 vaccine also applies to Long-Distance Train passengers. In addition, Long-Distance Train passengers must present either a negative RT-PCR test result taken within a maximum of 2 × 24 hours before departure or a negative Rapid Antigen Test result taken within a maximum of 1 × 24 hours before departure.
KAI Commuter Vice President Corporate Secretary Anne Purba stated that since 8 September 2021, all passengers using the Jabodetabek Commuter Line, Yogyakarta–Solo Commuter Line, and Prambanan Ekspres are required to present proof of at least the first dose of the COVID-19 vaccine, either in printed form, digital form, or through the PeduliLindungi application, as a condition for travel. Officers will also ask passengers to present their ID card or other identification documents to verify the vaccination certificate, whether in physical or digital form.
Throughout the pandemic, KAI Commuter has consistently enforced strict health protocols for all passengers. These include mandatory double masking, washing hands before and after boarding, and maintaining safe physical distancing. To manage passenger capacity, officers regulate queues and boarding at stations to prevent overcrowding inside commuter trains.
Additional regulations during the pandemic also remain in effect, including the prohibition on conversations while on board. Senior citizens and passengers carrying large luggage are only allowed to travel between 10:00 a.m. and 2:00 p.m., outside peak hours, while toddlers are temporarily not permitted to use Commuter Line services.
To avoid overcrowding, Commuter Line passengers are encouraged to travel outside peak hours, between 10:00 a.m. and 2:00 p.m. Passengers can also use the KRL Access application to check station crowd levels and the latest train positions. KAI Commuter also encourages the public to continue carrying out as many activities as possible from home to reduce the risk of COVID-19 transmission.
KAI Bandara Vice President Hospitality and Customer Care Fitri Kusumo Wardhani stated that a trial implementation of the PeduliLindungi application would be conducted at all Airport Rail stations on 13 September 2021, while passengers would be required to have received at least the first dose of the COVID-19 vaccine starting 14 September 2021.
Fitri also reminded passengers to always comply with health protocols by wearing masks while at stations and on Airport Rail services, maintaining at least one meter of physical distance or following the designated floor markings, and undergoing temperature screening.
KAI Bandara also routinely disinfects its trains before and after operations, equips seats with dividers between passengers, ensures that all employees and customer service personnel have received two doses of the COVID-19 vaccine, and provides hand sanitizer and handwashing facilities at stations and on board the trains.
In addition, to reduce physical contact, queues, and waiting times during the pandemic, KAI Bandara offers online ticket purchases through its application, website, and Railink partners. KAI Bandara also provides a "Tap and Go" payment system using electronic money cards issued by BNI, BCA, and BRI, as well as the KMT (Multi Trip Card), making Airport Rail travel more convenient and comfortable for passengers.
Joni added that, in general, children under the age of 12 are still not permitted to travel by train.
Passengers with certain medical conditions or comorbidities that prevent them from receiving the COVID-19 vaccine must present a medical certificate issued by a government hospital stating that they have not received and/or are unable to receive the COVID-19 vaccination.
"KAI Group consistently implements strict health protocols in accordance with government regulations and only allows passengers who meet all travel requirements to board our trains. Through these measures, we hope that all railway services can continue to be relied upon by the public during the COVID-19 pandemic," Joni concluded. (Public Relations KAI)
