Safe Journey, KAI Frontline Guaranteed Free from Drugs

In preparation for the 2024 Christmas and New Year Holiday (Nataru), PT Kereta Api Indonesia (Persero) has carried out comprehensive preparations, including readiness of rolling stock, infrastructure, and—no less important—human resources, especially frontline staff, to ensure passenger safety, security, and comfort.

KAI’s frontline staff, including Train Crew (Awak Sarana Perkeretaapian / ASP), are required to be in optimal physical and mental condition while on duty. One of the measures taken by KAI is ensuring that all workers are free from drug use. This is emphasized through random drug testing across all KAI work areas, including operational regions, regional divisions, the LRT Jabodebek division, and KAI subsidiaries.

In efforts to prevent and identify potential drug abuse, KAI has issued a Board of Directors Regulation regarding Procedures for Handling and Preventing the Abuse of Narcotics, Psychotropics, and Other Addictive Substances within the Railway Safety Management System. This regulation serves as a guideline for implementing prevention, control, and mitigation measures related to the possible misuse of narcotics, psychotropics, and other addictive substances (NAPZA) within the company’s working environment.

Joni Martinus, Vice President Public Relations of KAI, explained that random drug testing was conducted on 5,846 employees from January to December 27, 2023, and all results were negative. This is done to ensure that every KAI employee is drug-free and ready to provide the best service to train passengers.

“Random checks are not only conducted on train crew personnel but also on operational staff, maintenance workers, administrative staff, outsourced personnel directly related to train operations, and security personnel. These random checks are carried out at least once every three months,” he added.

During drug testing implementation, KAI collaborates with central and regional government institutions such as the National Narcotics Agency (BNN), provincial and city BNN offices, Police Forensic Laboratories, and Regional Health Laboratories. The tests cover six NAPZA substance parameters: amphetamine, benzodiazepine, cannabinoid, opiate, cocaine, and methamphetamine.

In addition to drug testing, KAI also conducts comprehensive examinations to ensure ASP personnel are fit for duty according to SOPs. This includes routine medical check-ups, pre-duty health checks, and fitness assessments. Pre-duty checks include anamnesis, physical examination, and simple supporting tests such as blood sugar, alcohol levels, and oxygen saturation.

Joni explained that KAI also provides healthcare facilities such as Mediska Clinics owned by KAI, health posts at stations, and cooperation with external healthcare facilities. Educational efforts and handling of fatigue-related conditions are also carried out. The provision of supplements such as multivitamins, milk, and healthy snacks is consistently given to support employee health during duty.

To improve the effectiveness of drug prevention programs, KAI is committed to continuously conducting drug testing for all employees, increasing education about the dangers of drugs, and enforcing stricter sanctions for employees who test positive. Stronger cooperation with related institutions is also a company focus.

“KAI will remain consistent in preventing drug abuse by conducting socialization and random drug testing for employees to avoid NAPZA misuse. With drug-free employees, train journeys are expected to be safer, more secure, and more comfortable. If any employee tests positive for drugs, KAI will impose strict sanctions according to company regulations and involve law enforcement in accordance with applicable laws,” Joni concluded.
