172 Level Crossings Closed, KAI Steps Up Safety Improvements at 190 Points and Completes KNKT Recommendations

PT Kereta Api Indonesia (Persero) continues to step up efforts to strengthen railway travel safety. One of these efforts is accelerating the follow-up on the recommendations of the National Transportation Safety Committee (KNKT) regarding the incident involving KA 4B Argo Bromo Anggrek and KA 5568A Commuter Line on Track I of East Bekasi Station, Daerah Operasi 1 Jakarta.

KAI President Director Bobby Rasyidin said that corrective measures had been carried out since after the incident and continued throughout the investigation process. Once the KNKT final report was received, the six recommendations addressed to KAI were immediately followed up according to their respective areas.

“Our focus is to complete the KNKT recommendations quickly and appropriately. What can be done immediately, we carry out. What requires assessment and improvement, we accelerate,” said Bobby.

The six KNKT recommendations generally concern strengthening safety communication and procedures, evaluating conditions supporting machinists’ work, controlling train operations, and improving personnel capabilities in identifying potential hazards.

To ensure that the recommendations do not remain merely as notes, KAI immediately implemented a number of follow-up measures. These included improving procedures, enhancing training, evaluating work systems, and conducting assessments of operational aspects highlighted by the KNKT.

Bobby also emphasized that KAI continues to respect the ongoing legal process. The company is committed to remaining cooperative and transparent with the authorities. At the same time, KAI ensures that employees undergoing legal proceedings receive assistance and legal support.

“We respect the ongoing legal process and will remain cooperative and transparent. At the same time, we are also present to support our employees who are undergoing the process. The company will ensure that assistance and legal support are provided, so that the individuals concerned do not face this process alone,” said Bobby.

Not only making improvements internally, KAI is also strengthening safety directly in the field. KAI Vice President of Corporate Communication Anne Purba explained that during the investigation period, various safety measures continued to be implemented, including accelerating the handling of level crossings.

On May 11, 2026, KAI issued an instruction to close 172 level crossings. Without having to wait long, all of these targets were successfully realized as of July 23, 2026.

After that, safety improvement efforts were accelerated again through a safety improvement program at 190 priority points in 2026. These points are spread across 9 Daop and 4 Divre in Java and Sumatra.

The measures are comprehensive. KAI is installing guard posts, signs, safety and communication equipment, providing Level Crossing Guards (PJL), and installing crossing gates.

This program is carried out together with the Directorate General of Railways of the Ministry of Transportation and relevant parties according to their respective authorities. Based on the update as of September 28, 2026, civil works had been carried out at 183 of the 190 locations. Meanwhile, modular works had been recorded at 69 locations.

For other works, sign installation had been carried out at 26 locations, crossing gates at 2 locations, and communication equipment at 87 locations.

To ensure that the 190 points are increasingly ready to support operations, KAI has also prepared 748 certified PJL. Specifically at JPL 86 East Bekasi, KAI has completed the construction of a guard post along with the installation of signs, crossing gates, and communication equipment. The crossing has also begun operating.

However, safety is not only about crossing gates, signs, or personnel. Public awareness also plays a major role. Therefore, KAI continues to encourage the public to become more aware of safety at level crossings.

Throughout 2022–2025, KAI carried out 6,259 safety awareness activities at level crossings. In addition, 1,024 illegal and hazardous level crossings were closed, and 988 socialization and education activities were conducted at schools and places of worship.

KAI also installed 2,646 warning banners at hazardous crossings from 2022 to June 2024 as a reminder for the public to always prioritize safety.

“We are carrying out improvements gradually and measurably, starting from crossing management, personnel readiness, safety facilities, to public education. We continue to monitor all progress so that each stage can be completed properly,” said Anne.

Through these various measures, KAI continues to ensure that safety remains an important part of every journey. From closing risky crossings, strengthening facilities, preparing certified personnel, to educating the public, everything is carried out to make railway journeys increasingly safe and comfortable.
