98% Complete, KAI Strengthens Safety Measures at 190 Railway Level Crossings
Efforts to strengthen railway safety continue through accelerated construction of safety facilities at railway level crossings. As of October 9, 2026, nine Jalur Pelintasan Langsung (JPL) posts have begun operating in the Daop 1 Jakarta and Daop 2 Bandung areas as part of the follow-up to recommendations from the National Transportation Safety Committee (KNKT).
Of the nine posts, five are located in the Daop 1 Jakarta area and four in Daop 2 Bandung. Operations are being introduced gradually, taking into account the readiness of facilities, personnel, and operational aspects at each location.
KAI Vice President of Corporate Communication Anne Purba stated that the follow-up to KNKT recommendations is being accelerated through the gradual completion of work in the field. Facility and personnel readiness are important requirements before the posts begin operating to support safety at railway level crossings.
In the Daop 1 Jakarta area, the posts that have begun operating are located at JPL 124 and JPL 126 on the Lemahabang–Kedunggedeh line, JPL 98 on the Tambun–Cibitung line, JPL 98 Cisauk, and JPL 156 on the Tigaraksa–Cikoya line.
Meanwhile, in the Daop 2 Bandung area, the posts that have begun operating are located at JPL 146 on the Padalarang–Cimahi line, JPL 340 on the Padalarang–Cilame line, JPL 263 on the Sukatani–Plered line, and JPL 325 on the Maswati–Sasaksaat line.
Along with the start of operations at these nine posts, civil works under the safety facility construction program at 190 JPL locations had reached 188 locations, or approximately 98 percent, as of October 9, 2026. The installation of modular posts and supporting facilities is being carried out gradually according to the technical conditions and readiness of each location before entering the operational stage.
In addition to constructing facilities, KAI is also preparing human resources to support safety at railway level crossings. As of that period, 739 Level Crossing Attendants (Petugas Jaga Lintasan/PJL) had passed competency certification. The next stages include proposing personnel requirements, assigning personnel from each region, and preparing for duty assignments according to operational needs.
Anne emphasized that facility readiness must go hand in hand with personnel competency. Each post that begins operating requires personnel with competencies appropriate to their level crossing safety duties so that safety functions in the field can be carried out consistently.
Construction at the 190 JPL locations is being carried out gradually because each location has different technical characteristics and safety requirements. Therefore, readiness evaluations are conducted before the facilities are used to support operational activities.
KAI also encourages the public to help maintain safety by obeying signs, road markings, and instructions from officers when crossing railway level crossings. Road users are reminded to give priority to train journeys in accordance with applicable regulations.
Through the accelerated follow-up to these safety recommendations, KAI continues to promote facility readiness, personnel competency, and road-user discipline as essential parts of efforts to strengthen safety at railway level crossings.
