
KAI Commuter and PT INKA Agree to Sign KRL Procurement MoU
PT Kereta Api Indonesia (Persero) through its subsidiary, KAI Commuter, along with PT INKA (Persero) held the signing of a memorandum of understanding (MoU) regarding the procurement of Electric Multiple Units (KRL), in Jakarta (9/5).

The signing was carried out by KAI Commuter President Director Roppiq Lutzfi Azhar and PT INKA (Persero) President Director Budi Noviantoro. This MoU signing was also witnessed by the Vice Minister II of the Ministry of SOEs, Kartika Wirjoatmodjo; Director of Railway Rolling Stock of the Ministry of Transportation, Djarot Tri Wardhono; Director of IMATAP of the Ministry of Industry, R. Hendro Martono; and President Director of PT Kereta Api Indonesia (Persero), Didiek Hartantyo.
Vice Minister II of the Ministry of SOEs Kartika Wirjoatmodjo conveyed that the Indonesian railway sector has undergone a transformation. This is evident from the quality of service, in terms of punctuality, and up to its safety.
“We see that the Indonesian railway world over the past 10 years has experienced an extraordinary transformation. We can see it from the service quality, punctuality, and safety, which have all increased well, and the public highly appreciates the cooperation between the Directorate General of Railways of the Ministry of Transportation, PT KAI, and PT INKA,” Kartika explained.
According to him, the future of railways must not only focus on service, safety, and punctuality, but also on increasing the adaptation of new technologies.
“We also continue to push for freight and logistics trains currently being developed at KAI so that railways do not only focus on passengers but also on logistics goods and their supply chain. We hope that with INKA entering this cluster, the supply chain for train production and maintenance in the future can be fully developed, enabling us to make a technological leap for technology transfer, such as for high-speed trains or co-integrating technology in the LRT,” Kartika expressed.
With this agreement later on, it is hoped that the cooperation with Stadler will also begin shortly to start production at the PT INKA factory in Banyuwangi.
“Yesterday we conveyed to Mr. Budi Noviantoro that if this Banyuwangi factory develops as well, and the demand for electric buses starts to grow large, electric bus production can be located in Banyuwangi because it is close to logistics, close to the port,” he concluded.
PT INKA (Persero) President Director Budi Noviantoro stated that this MoU represents an SOE synergy with a scope of activities related to all necessary preparations for KRL procurement by KAI Commuter and KRL production readiness by PT INKA.
“KAI Commuter plans to procure 16 new KRL trainsets, with a composition of 12 cars per trainset, matching the technical specifications mandated by railway laws and regulations. The hope is that all preparations up to the first delivery will be on schedule, which is estimated to be in 2024,” Budi noted.
According to him, PT INKA (Persero) is also committed to realizing this MoU in accordance with KAI Commuter's target. The plan is that, besides production, PT INKA (Persero) will also provide after-sales services such as the supply of component spare parts. This serves as a form of commitment to providing reliable domestic products created by the nation's children.

KAI President Director Didiek Hartantyo stated that the signing of this MoU will serve as a mutual guideline between KAI—in this case, KAI Commuter—and INKA in preparing the procurement plan for these 16 KRL trainsets well, comprehensively, and based on Good Corporate Governance. This includes ensuring that the procurement is executed with the right quality and on time. KAI sees extraordinary optimism for economic recovery, as evidenced by passenger increases reaching an occupancy rate of nearly 100%. This demonstrates public enthusiasm for public transportation that is efficient, environmentally friendly, affordable, and compliant with health protocols.
“In line with these conditions, the plan to procure new KRL rolling stock to be carried out by KAI Commuter and INKA cannot be separated from the President's message on how we build efficient, environmentally friendly, and affordable public transportation while considering Environmental, Social, and Governance (ESG) principles, which will become our future standard,” Didiek said.
KAI Commuter, as the operator of the Jabodetabek Commuter Line and the Yogyakarta-Solo Commuter Line, requires reliable rolling stock as its main asset in serving customers. With a target of 1.2 million users daily, KAI Commuter certainly requires reliable KRL fleets in running its operations to meet that target.
“This MoU between KAI Commuter and PT INKA is expected to support the creation of KAI Commuter's operational excellence, making KRL transportation environmentally friendly and efficient,” stated KAI Commuter President Director Roppiq Lutzfi Azhar. Through this MoU, it is also hoped that the service provided to KRL users will improve and the number of people using public transportation will increase, Roppiq concluded.
