
KAI Group's Rolling Stock Investment with INKA Exceeds Rp14.6 Trillion
PT Kereta Api Indonesia (Persero) Group continues to strengthen its collaboration with PT Industri Kereta Api (Persero) (INKA) in the procurement and modernization of Indonesia's railway rolling stock. Based on the compiled contract values, the total investment amounts to approximately Rp14.68 trillion to Rp14.88 trillion.
The collaboration covers the procurement of Stainless Steel New Generation passenger coaches for intercity services, new and retrofitted Commuter Line rolling stock, Jabodebek LRT trainsets, luxury coaches, and flat wagons to support freight transportation in South Sumatra.
KAI Vice President of Corporate Communication Anne Purba stated that the continuity of rolling stock procurement provides opportunities for Indonesia's railway industry to enhance its production capacity, workforce competency, product quality, and after-sales support.
"Rolling stock procurement requires long-term planning, consistent quality, and timely delivery. KAI Group promotes a professional partnership with INKA to meet operational requirements while strengthening the capabilities of Indonesia's railway industry," Anne said.
As part of its 2023–2027 rolling stock replacement program, KAI has ordered 612 Stainless Steel New Generation passenger coaches manufactured by INKA. These coaches will be assembled into 56 trainsets, with a total procurement contract value of Rp5.5 trillion.
Of the 56 trainsets ordered, 40 have already been delivered to KAI. To date, 39 trainsets have entered passenger service, while one additional trainset is currently undergoing operational preparations.
The Stainless Steel New Generation procurement program is intended to replace aging rolling stock that has reached its renewal period. The introduction of these new trainsets supports improved service reliability, standardized onboard facilities, and enhanced passenger comfort for intercity rail services.
"A total of 39 Stainless Steel New Generation trainsets manufactured by INKA are already in passenger service. This renewal program is being implemented gradually to ensure consistent service quality and rolling stock readiness," Anne added.
For urban rail services, KAI Group is also collaborating with INKA to procure new Commuter Line rolling stock and carry out a retrofit program, with a combined investment of Rp4.07 trillion.
The procurement of new Commuter Line rolling stock includes 16 trainsets, or 192 railcars, valued at nearly Rp3.83 trillion. Meanwhile, the retrofit program covers two trainsets with an investment exceeding Rp238.63 billion.
Of the 16 new Commuter Line trainsets manufactured by INKA, seven trainsets, comprising 84 railcars, are already in operation serving passengers. The remaining nine trainsets are progressing through production, testing, certification, and operational preparation in accordance with their respective schedules.
Each trainset undergoes a comprehensive series of inspections and tests before entering passenger service to ensure compliance with safety standards, operational reliability, and the requirements of the Greater Jakarta Commuter Line network.
INKA's contribution to urban transportation also includes the procurement of 31 Jabodebek LRT trainsets. Each trainset consists of six railcars, bringing the total procurement to 186 railcars, with a contract value ranging from approximately Rp3.9 trillion to Rp4.1 trillion.
The INKA-manufactured Jabodebek LRT trainsets operate using Grade of Automation 3 (GoA3) technology. During the first semester of 2026, Jabodebek LRT served 16,018,911 passengers, representing a 22.84 percent increase compared with the same period in 2025.
This growth reflects the increasing public demand for rail-based urban transportation. The operation of Jabodebek LRT also represents an important milestone for Indonesia's railway industry in producing automated mass transit rolling stock.
KAI has also expanded its premium services through the procurement of 10 luxury coaches, each with a seating capacity of 26 passengers. One additional luxury coach has been allocated as a maintenance reserve to ensure service continuity while other coaches undergo scheduled inspections.
The total procurement contract value for the luxury coaches amounts to Rp161.16 billion. This investment forms part of KAI's ongoing efforts to provide passengers with premium travel options and enhanced levels of comfort.
The collaboration between KAI and INKA also extends to the freight sector through the procurement of 1,125 BM 54-ton flat wagons, valued at Rp1.05 trillion. These wagons are intended to increase the capacity and efficiency of freight transportation in South Sumatra, particularly for coal shipments, one of Indonesia's key energy resources for electricity generation.
Based on the total contract values, the procurement of 612 Stainless Steel New Generation passenger coaches, new and retrofitted Commuter Line rolling stock, 31 Jabodebek LRT trainsets, luxury coaches, and 1,125 flat wagons represents a total investment of approximately Rp14.68 trillion to Rp14.88 trillion.
Anne added that the scale of the procurement demonstrates the significant market potential for railway rolling stock in Indonesia. Sustained demand should be accompanied by increased production capacity, stronger supply chains, consistent product quality, timely delivery, and reliable after-sales services.
