
KAI’s 2025 Subsidized Fuel Utilization Managed Accountably for Public Interest
PT Kereta Api Indonesia (Persero) managed the utilization of subsidized fuel throughout 2025 in an accountable and responsible manner to support public transportation services and national logistics. This approach was implemented by prioritizing the principles of Good Corporate Governance (GCG) to ensure that every utilization of subsidized energy was properly targeted and provided broad benefits to the public and the economy.
Vice President of Corporate Communication KAI Anne Purba stated that good corporate governance serves as the main foundation in the planning, utilization, and supervision of subsidized fuel.
“The utilization of subsidized fuel is carried out transparently and in accordance with regulations. The principles of GCG ensure that energy subsidies are managed accountably for the public interest and the sustainability of services,” said Anne.
Throughout 2025, KAI’s total utilization of subsidized fuel was recorded at 212,553,184 kiloliters, comprising 189,517,190 liters for passenger trains, 15,312,014 liters for container transportation, 3,775,884 liters for parcels, 3,275,026 liters for cement, and 673,070 liters for clinker. This composition reflects measured energy management between public services and support for national economic activities.
In line with this management, KAI’s passenger service performance showed growth. Throughout 2025, KAI served 55,620,561 customers, an increase of 7.3 percent compared with 2024, which reached 51,839,503 customers, in line with the growing need for community mobility.
Of the total number of customers, 17,644,768 were users of Public Service Obligation (PSO) railway services, consisting of 11,418,824 customers of PSO Long-Distance Trains and 6,225,944 customers of PSO Local Trains managed by KAI. The PSO assignment from the government through the Directorate General of Railways of the Ministry of Transportation ensures access to affordable transportation services for the public.
In addition to services managed by KAI, the PSO assignment also covers KAI Commuter and LRT Jabodebek. Throughout 2025, KAI Commuter served 400,737,915 customers, while LRT Jabodebek served 28,816,787 customers, strengthening the urban mass transportation system. For airport services, PSO was also provided to Srilelawangsa Train in Medan and part of YIA Train services to support intermodal connectivity.
In the logistics sector, KAI recorded a freight transportation volume of 69,791,691 tons throughout 2025, an increase compared with 2024, which reached 69,201,670 tons. This achievement reaffirms the role of railways in maintaining the smooth distribution of goods nationwide and the efficiency of the supply chain.
Anne added that strengthening accountability in the utilization of subsidized fuel is carried out through layered supervision and ongoing coordination with BPH Migas.
“KAI will continue to strengthen collaboration with BPH Migas and all stakeholders to ensure that the utilization of subsidized fuel remains aligned with good corporate governance and provides sustainable social and economic impacts,” concluded Anne.
