172 Level Crossings Closed, KAI Accelerates Safety Improvements at 190 Points and Follows Up on KNKT Recommendations

PT Kereta Api Indonesia (Persero) continues to accelerate the follow-up on the recommendations of the National Transportation Safety Committee (KNKT) regarding the incident involving KA 4B Argo Bromo Anggrek and KA 5568A Commuter Line on Track I of East Bekasi Station, Daerah Operasi 1 Jakarta.

KAI President Director Bobby Rasyidin said that corrective measures had been taken since after the incident and continued throughout the investigation process. After receiving the KNKT final report, the six recommendations addressed to KAI were immediately followed up according to their respective areas.

“Our focus is to complete the KNKT recommendations quickly and appropriately. What can be done immediately, we carry out. What requires assessment and improvement, we accelerate,” said Bobby.

The six KNKT recommendations generally cover strengthening safety communication and procedures, evaluating the conditions supporting machinists’ work, controlling train operations, and improving personnel capabilities in identifying potential hazards. Several follow-up measures have been implemented through improvements to procedures, enhanced training, evaluation of work systems, and assessments of operational aspects recommended by the KNKT.

Bobby emphasized that KAI continues to respect the ongoing legal process and is committed to being cooperative and transparent with the authorities. At the same time, the company ensures that employees undergoing legal proceedings receive assistance and legal support.

The company will ensure that assistance and legal support are provided, so that the individuals concerned do not face this process alone,” said Bobby.

KAI Vice President of Corporate Communication Anne Purba explained that during the investigation period, KAI also implemented a number of safety measures in the field. On May 11, 2026, KAI issued an instruction to close 172 level crossings, and as of July 23, 2026, all of these targets had been realized.

Anne added that the acceleration continued through a safety improvement program at 190 priority points in 2026, spread across 9 Daop and 4 Divre in Java and Sumatra. The measures include the installation of guard posts, signs, safety and communication equipment, the provision of Level Crossing Guards (PJL), and the installation of crossing gates.

The implementation of the program is carried out through coordination with the Directorate General of Railways of the Ministry of Transportation and relevant parties according to their respective authorities. Based on the September 28, 2026 update, civil works had been carried out at 183 of the 190 locations, while modular works had been recorded at 69 locations. At other stages, sign installation was recorded at 26 locations, crossing gates at 2 locations, and communication equipment at 87 locations.

To support operations at the 190 points, KAI has prepared 748 certified PJL. Specifically at JPL 86 East Bekasi, KAI has completed the construction of a guard post as well as the installation of signs, crossing gates, and communication equipment. The crossing has also been put into operation.

Anne also stated that safety education for the public continues to be carried out. Throughout 2022–2025, KAI recorded 6,259 safety awareness activities at level crossings, 1,024 closures of illegal and hazardous level crossings, and 988 socialization and education activities at schools and places of worship. A total of 2,646 warning banners were also installed at hazardous crossings from 2022 to June 2024.

“We are carrying out improvements gradually and measurably, starting from crossing management, personnel readiness, safety facilities, to public education. All progress continues to be monitored so that each stage can be completed properly,” said Anne.
